Upgrading Our Infrastructure: Pavement Management Program
Regular road maintenance and repair help to ensure the safety of all road users. Preventative, corrective and emergency maintenance are all part of a comprehensive asphalt pavement maintenance program. Proactively planning preventive maintenance is the best way to prevent costly corrective or emergency maintenance.
Did you know Dunedin’s roadway network consists of approximately 127 lane miles? And each year the City budgets for roadway resurfacing, known as the annual Pavement Management Program.
Road repair and road maintenance fall under two groups within the City. Public Works manages minor repairs, which includes fixing potholes, minor drainage repairs and minor resurfacing. Engineering is responsible for any major roadway resurfacing which includes curb and gutter, crosswalks and minor drainage improvement.
Prioritizing Resurfacing
To prioritize which roadways will receive resurfacing first, our pavement management system helps determine roads with the greatest deficiencies using inspection data and a pavement condition rating. This includes new software and vehicle sensors installed on the axles, which calculate roadway roughness through vibration. It provides continuous updates on road conditions, enabling accurate selection of roadways based on their current state and offering a comprehensive overview of changes in pavement condition throughout the year. Roadways are prioritized for resurfacing based on the conditions and available budget. Engineering staff perform field inspections to confirm the road deficiencies before work is scheduled. Field inspections also provide staff the ability to review any curb, gutter or minor drainage issues that need to be repaired as part of the resurfacing project.
