Dunedin Insights Land Development Code Update

The City is launching Phase 1 of its Land Development Code (LDC) Update, and we want to hear from you. Your input helps ensure our development regulations reflect today’s needs, support long-term community goals, and remain clear, consistent, and user-friendly.

Below is everything you need to know about two (2) upcoming outreach events, why we’re updating the LDC, what’s changing, and what to expect in the months ahead.

Why We Are Updating the Land Development Code

The current Land Development Code (LDC) is very long, hard to understand, and often inconsistent and duplicative, causing conflict in interpretation. Development standards and processes are often vague, and definitions may be incomplete or lacking. This makes administration and consistent interpretation difficult.

Although we are updating the Land Development Code, no new content is being considered except language that was suggested by the Ordinance Review Committee (ORC) and the State Statutes.

Goals of the Land Development Code Update

• Modernizing code with best practices and legal compliance
• Tailoring development standards to achieve quality, resilient outcomes that support community character
• Implementing goals and objectives of the Comprehensive Plan
• Streamlining review procedures to be clear, illustrated, and less time-intensive
• Organizing regulations into a simplified, logical, and unified code
• Creating a format for a more user-friendly development code including more graphics and tables

Top Priorities for the Update

• Aligning Land Development Code with Strive for 2035 Comprehensive Plan
• Respecting the City’s prior work and coordinating with current projects and policies
• Streamlining zoning districts
• Improving the use regulations
• Enhancing site development standards
• Simplifying development review procedures
• Creating a more user-friendly code
• Creating a legally compliant code

Phase 1: General Provisions, Zoning Districts & Development Standards

The City is updating the chapters for General Provisions, Zoning Districts, and Development Standards. The content is not changing, so everything primarily is staying the same. The Zoning Districts Table will now contain an organized menu of districts, expanded use of frontage types into downtown districts, and includes build-to-zone rather than minimum setbacks and property frontage minimums.

Also, all the FX zoning and Downtown districts will be merged into new mixed-use zoning districts, and the traditional districts will have defined purpose statements and dimensional tables.
