Code Compliance

The Code Compliance Division (formerly known as Code Enforcement) addresses a variety of property issues in order to maintain and better the quality of life for our residents. Violations of the City's code, Florida Building Code and International Property Maintenance Code affect the community's health, safety, welfare and property values.

The main goal of the Code Compliance process is to achieve voluntary compliance. If a property owner fails to voluntarily comply, the Code Compliance Inspectors can pursue further action such as issuing civil citations or to bring the case before the Dunedin Code Enforcement Board (DCEB).

The City's Code Compliance Inspectors are happy to work with residents and property owners to bring their property into voluntary compliance with City codes. If you need our assistance, please contact us but bear in mind that the inspectors are normally out of the office during the day doing inspections but they will get back to you as quickly as possible.

The Dunedin Code Enforcement Board (DCEB) is comprised of volunteer citizens (seven regular members and two alternates) appointed by the City Commission. They meet on the first Tuesday of each month to consider code violation cases brought by the City. The Board considers all code enforcement violations based on testimony and evidence presented at the hearing by the City and the Respondent (property owner in violation).

Temporary Structures (Recreational Vehicle, Trailer or Similar Structure)

• A temporary shelter is permitted only on parcels where a permanent residential structure was damaged or rendered uninhabitable due to Hurricane Helene and/or Hurricane Milton.
• A temporary shelter is permitted pursuant to state statute. See https://www.flsenate.gov/Laws/Statutes/2023/0125.023

• Where compliance with the above is not possible, the temporary shelter should be located entirely on private property, if possible, so as not to block a pedestrian sidewalk or road right-of-way (exceptions may be considered when this is not possible).

Trailers (Utility, Debris and Construction)

• Contractor construction trailers are permissible at any site with an active building permit and must be removed once the work has been completed.

Boats

• A boat removed from a damaged slip and/or marina may be temporarily stored on the owner’s parcel subject to the following provisions.

• Where compliance with the above is not possible, a boat may be alternatively located and sized but shall be kept entirely on private property and may not block a pedestrian sidewalk.
• Not more than one (1) boat shall be alternatively located.
• The exceptions provided for above shall expire on February 1, 2025 at which time the boat must be located consistent with City Code or relocated to an appropriate off-site location. The City Manager maintains the ability to extend this compliance date if deemed necessary.

Temporary Housing (STVR’s and Standard Rentals)

• The $200 annual Short Term Vacation Rental (STVR) registration fee shall be suspended for any short-term rental that was damaged or rendered uninhabitable due to Hurricane Helene and/or Hurricane Milton. Said registration fee will be due at the time the unit is repaired and/or offered for rent.
• The City has confirmed that ample vacancies currently exist among the City's STVR inventory. Accordingly, long-term rental establishments (more than 90-days) shall not be used for short-term stays. The City will continue to monitor this market dynamic and may modify this directive should the need arise.

You can report a violation online. When reporting a violation, please give as much detail as possible, including the address of the violation and nature of the problem.

NOTE: Per section 162.06(1)(b), Florida Statutes, the Code Compliance Division will not initiate enforcement proceedings for a potential violation by way of an anonymous complaint. A person who reports a potential violation must provide his or her name and address before an enforcement proceeding may occur. Any complaint filed with the Code Compliance Division that does not include the required contact information or contains contact information that is inaccurate, invalid, or erroneous, will not be processed.

Report a Violation Online

Civil Citation violations must be paid within thirty (30) calendar days from the date the citation was issued. City Civil Citations issued by our Code Compliance Division must be paid to the City of Dunedin. Please follow the directions provided with the issued Civil Citation.

For Online Payment: You will need your Case/Citation Number located in the top left corner of the Civil Citation and a valid email address for receipt.

If you decide to contest your citation, a written notice requesting a hearing must be submitted within 30 days of the date of issuance of the citation by the alleged violator or duly authorized representative. A special magistrate will conduct the hearing to consider the citation contest. Please be advised that if you choose to contest the citation and the special magistrate upholds the citation, additional fines and administrative costs may also be imposed.

Procedure for Lien Reduction or Waiver

The City Commission has the discretionary authority to reduce, waive or otherwise compromise code liens. The City Commission has prescribed its procedures for doing so in Resolution 22-16(PDF, 424KB), adopted on June 7, 2022.
